Check of return of a steering wheel in a starting position

Check up that the steering wheel comes back in a starting position.

 PERFORMANCE ORDER

    Force which is necessary for putting for turn of a steering wheel and return of a wheel to a starting position, should be same, as well as for passage of moderate turns and turns.
    When the steering wheel is turned on 90 and detained in this position within several seconds while the car moves with a speed of 35 km/hour, after release the steering wheel should come back within 20 from neutral position.
